Restrictions on import of seeds?

Are there any restrictions on import of small quantities of seeds into India? Will small quantities of seeds imported from US by courier be detained by Customs authorities?

I think that will have to go via plant quarantine.

Thanks Chandra! The first link was exactly what I was looking for.
Most of the stuff I was planning on importing are already in India in some form or other. The only problem is lack of access and online availability. It seems easier to order on ebay.
