Quail Farming - ban and license?

I want to know whether the ban on quail farming is removed or not.
Pls. inform about the license and other information to start Quail farming.

Last I studied in May 2012 month in " Dinamalar" news paper the ban has been removed. Tamilnadu live stock association have given the explanation that quail we are growing up in farms are variety of breed originated from Japan.

so i think there is no ban…
