Looks like Case worm or tube worm. To ensure please check at the stem portion. you can see pictures in below link agropedia.iitk.ac.in/content/rice-case-worm
If that is the case
Chemical method: Chloroperipos.
Organic method.: Spray neem oils once in three days for 4 -5 times.
Drain the water for atleast 10 to 15 days. maintain only moisture in the soil. i.e. flood irrigation only wet soil once in 3 days. No water retention.
