Hi, you can paint the pond with special paint meant for ponds. Though youll have to do it repeatedly as it will wear off with each time you clean the pond surface during maintenance work. Hopefully your cement ponds should be well cured before you put any fish. You can check curing with the help of ph test kits. Once the ph is stable you can begin your fish stocking. Sorry didnt mention the pond paint. Its epoxy based paints without zinc or copper additives.
Though now people also apply fiberglass sheets to make it better.

Never use lead based paint, it’s good if you use red or blue color in the cement and finish the conceret surface.
