Cold Storage setup / ROI advise please?

In my area, there is no cold storage available and not sure why they haven’t setup so far.
I am thinking to setup the cold storage near to market yard and i will try to market in various segments like veg wholesalers, ice creams, pharma companies etc.
Can anybody advise following below queries

  1. Approx infrastructure cost to setup the 15 tonnes cold storage
  2. ROI?
  3. current market rental rate to store for ton per day or weak?

Apart from power cuts, any challenges current cold storage industry is facing?
