Today, I tried to create a visual design in MSPaint and it took so much time. Is there a better tool for creating visual pictures of design?
I am looking for just putting some few basic things like rectangle, square and which can be easily cut & pasted?

Try out TigerCAD its free and opensource.
Comes with dimensioning as well as scaling.

Inkscape is a good one.
If you are on linux, there are are large number of options of course.
Use Google Sketchup. You can download it free and make any 2d or 3d design. It is very easy to use and tutorials provided are very easy to understand. You can start working with it in few minutes.
