Looking at lush green surrounding of picture my guess is that the plants are not getting any resting period ( plants need to be deprived of water so they go into stress and can produce flowers and set fruits ) my guess is that all the plants keep getting water at regular intervals.

Please get your soil tested asap. Likely causes are micronutrient deficiency, acidity etc. The nearest horticulture office could guide you further.
