Most paddy fields are saline nowadays, so have soil tested.
Check if there is a water logging situation. if so you have to work on draining with proper trench system.
Different banana varieities are grown all over India so Siliguri should not be a problem. You will need to choose the appropriate variety and also ensure first that soil has proper drainage. Usually paddy fields have poor drainage.
